Second Stimulus Check?

In recent weeks, I’ve gotten a number of e-mail inquiries about the possibility of a second stimulus check. Instead of answering these inquiries individually, I thought I’d take a moment to answer them all here. But first…

Why the Sudden Interest?

I’m guessing that recent interest in this topic has been driven by publicity surrounding the forthcoming economic stimulus package. Prior to that, President Obama (at the time, Candidate Obama) mentioned the possibility of a second round of checks while campaigning back in July, and Fed Chairman Bernanke lent his support to another stimulus check (among other things) back in October.

Will There be a Second Stimulus Check?

As it turns out, there’s no mention of stimulus checks of any sort in the “American Recovery and Reinvestment Plan” (that’s the official name of the forthcoming stimulus bill). Beyond that, I asked my Magic 8 Ball if there will be a second check, and the response that I got was “OUTLOOK NOT SO GOOD.”

Okay, okay… I’m lying about the Magic 8 Ball, but it seems that the underlying message is on point. As of right now, there’s no evidence to suggest that a second stimulus check is on the way.

    I am hoping we get a second check as I could use it very much. I am on Disability and it can be hard for me to make ends meet. I even had to go to my church just to ask for money to get groceries. They were kind enough to give me some but that isn’t always feasible for me. So, a check like that would help and be much appreciated, Thank you just for reading this, Yours truly, Jamie L Hamilton

    Ruby: $750 billion divided by 304 million people (current US population) is $2467.11 per person. This idea that’s been circulating on the internet that the stimulus package works out to tens or hundreds of thousands of dollars per person is simply wrong.

    ok i was wrong more like 50.000 to 60,000 per person. Still a good chunk of money for the ppl instead of giving it too the ppl who mismanaged it all. I know here in Ohio things arent sooooo good..Unemployment rate is high. We have Honda of America some of their off branches but most other little factories in the area has closed down thats been here for over a decade. Our once booming town is starting to look like a ghost town.

    I was talking about all that money they gave the car companies…the mortgage companies, fannie mae etc and on and on… it was like 750 billion dollars…. divide that among the ppl in th USA.almost a million dollars apiece…

    ruby: No, the money wouldn’t go that far. $700B split up between 200M people is $3500 apiece. Nobody is going to pay off their mortgage, buy a car, and get out of credit card debt on $3500.

    if they would of split the money up with the ppl in the united states that they gave for these bailouts..1 we could pay our mortgages, invest in housing. take care of the housing problem 2. buy americn cars or what have u… fixes the auto business. #3 the pepole can pay off their credit cards which turns around put more money back in the system in the long run. this isnt the greatest solution but it sure beats what they have done for us.

    sure that they are supplying your needs pretty good.
    and by the way are u a so called slum lord that takes

    a person is disable doesn’t mean that they can’t do some
    thing to improve their health. i believe that if you are
    young the government should give them some kind
    of rehablitation so they can get a job. and if you didn’t
    get a check it’s because your INCOME WAS TO HIGH.

    We run a boarding house- tenants there already receiving an average of $800/ month on Social Security Disability – Disabled my ass – some have time to body build- sleep late- never do a stitch of work ( wouldnt crap unless they had to)- FULL medical – $200/month food stamps- no utility bills to worry about and THEN -they get an additional $250 check from Uncle Sam. Sure made the local drug dealers and liquor store owners happy- House now loaded with empty beer cans – crack viles and scratch off cards. By the way – these people are as young as 23 years old. Hard woring people are just gonna have to wait till they are at least 62.You know, those hard working people who DIDNT get a $250 check- This society is a FARCE

    the speech made in fort myers fl on feb 10 sure did sound good ,but saying & doing seems to be two different things .some of us need alittle relief now.i lost my job ( due to bankruptcy) so then i go to a employment agencies jump from temp job to temp job until there was none , then had to pay higher taxes and owe since i didnt live in that state ,

    i don’t think that there is going to be another stimulus check at this point. the stim check that is going out is more of a make up for the tax credit we all are getting instead of a real check like what bush did last year.

    I read most of the messages, and unsurprisingly it seems everyone griping about the “bailout” of the “execs” have no clue. The government is NOT just giving away money to execs or even to companies. They are either LOANING the companies the money or making an INVESTMENT in the companies. That’s A LOT different than the “bailout” the media keeps portraying and the clueless “I want free money too!” people keep complaining about. They aren’t just giving away money! In a lot of cases, where the company stays in business, the government will get back MORE than they paid, thus making a PROFIT in the long run!

    The real issue with the bailout is our supposedly capitalist government getting involved and taking ownership of private companies.

    I don’t understand why our govt. keeps on giving money to the ones who started all this in the first place, If you are going to turn this thing around, don’t you think you should start at the bottom and work up. We the people who buy items, will be the ones to turn it around. Not the ones who spend a mil. dollars on the office bathroom, or a new jet, or throw big parties and give out large bonus. Just wondering.

    Why do we think throwing money at problems will solve it? Wheres the money coming from? Whos paying the money back? who using the money for what purpose? What problem will future administrations inherit? Blame others now and get votes and glory. Public euphoria over govt attempting to solve it all and glory fades. Pay back time is coming

    Matter of factly there will be a second check, heard it right on the news there will be $400 to working individuals and $800 to married couples/ Families. I seen it myself, that’s if everything goes as planned. Obama was left a big mess to clean up and I can say I am one of the Americans that thinks he will do everything in his power to turn America around, if more Americans will try to be positive and come together it would help things in the long run {{just my 2 cents}}

    I agree with Charles but you have to understand that some of the people who bought the houses they did probably were able to afford it at one point. If both parents get laid off from their jobs or even one for that matter it makes it extremely hard to pay their bills if theres only 1 income. Not to mention any kids. They might be able to get by on savings but that will only last so long. Eventually, the savings will run out and then they would have to borrow money. Even if they found another job It might not be exactly what they were making so it still could be hard to pay ALL their bills.

    I got laid off twice last year (yeah thats my luck) but im not the person who will wait 8 months to find that same job again or one similiar…cause it might not happen.

    People are always hiring though and I found a new job fairly quickly. Just as good of one too. Its not that hard to find a job if people would actually look and even if its not the job you want, be happy you at least have a job. We can’t all make 70-100k per year. I know I don’t!

    I don’t think giving banks any money is they way to go. If the money is given to the people to pay off their debt, that in return will end up back in the hands of the banks and thats want we want overall right. (people = less debt AND banks = money back) Thats just my opinion. The banks are going to money from the gov but they still wont trust people to repay it so they wont lend anything still. Thats not going to help us who are trying to get loans.

    I think that almost any kind of stimulus check will not actually “stimulate” the economy at this point. People who are losing their jobs and houses are going to use the money to get caught up, and people who are stable are going to chuck the money into the emergency fund (if they’re smart they’ve set one up) just because if this year’s taught us anything it’s that it can happen to anyone. I think that job creation and more strict bank lending guidlines are the most important thing here. I am all for interest rate cuts and special loans available to “credit-worthy” borrowers that meet guidelines. We need to stop bending over backwords to meet the needs of people who want it all now, but don’t have any money to buy it all now. I agree with Charles. I am living well within my means, with little debt and I have a $10,000 emergency fund set up. I am concerned about my job, but I know I will be one who will survive regardless of any handouts. Look at the labels to everything you buy, BUY AMERICAN! Even if you shop at Walmart, I guarantee you can find a version of every foreign brand, made in America, at lower cost and even better quality. Let’s take our country back!

    It would really be ass backawards, when those who DON’T pay their bills, get rewarded by having debt just vanish off their shoulders.

    How in the hell would it benefit those of us who work 40+ hours a week, break our backs, scrape by and actually PAY our bills ON TIME and have no debt? Just a pat on the back and an, “Atta boy!”

    This pisses me off. People complain they’re losing their houses and they’re swimming in debt! Well guess what… YOU DID IT TO YOURSELF! Maybe you shouldn’t have gotten a $200K house that you can’t afford or that fancy $30K luxury car. Swollow your pride. Instead of sitting on unemployment and complaining that your benefits are about to expire, get off your ass, go get an $8 per hour job flipping burgers and go from there!

    I have a $50 thousand dollar house in the city. I have $9 thousand dollar Ford Mustang. I have perfect credit, a stable relationship, a child on the way and virtually NO debt. And I do it all on $20K per year working security WHILE attending college full time. Oh, and with no help from government programs or anybody else! How? By making wise choices, budgeting my income, and NOT spending my money like an idiot.

    I am sorry but I totally diagree with saving people going into forclosure. These people should have known what they were getting into when they took on these loans. My feeling on it is that somebody has to live in the house and it will make it back into the market. Allowing forclosures will reduce the value of all houses in the housing market because of the inflex of them, but to me that is not a bad thing. Somebody will buy it and it will give someone who couldnt afford it before to live in it. I think it will also attract people who rent homes out to buy these up and provide a place where the person who’s house was forclosed to live. The only support the government should give out is that they should wipe people’s debt clean on anything they may still own on a house after it is forclosed. This may encourage people to just get out but it is actually a good thing and Ithink in the long term will revive the housing market. To me it is a fact that houses are overvalued still and this will bring it down to where it should be.

    My solution is for the government to give out giftcards so that people have to spend any simulous. The giftcards would expire after six months and they would be allowed to be used at any retail store or could be used to pay off debt.

    Heres my stimulus plan give every state 100 mil to build something big ( high rise, hotels, ball parks) what have you. Just something big which when gives jobs to hard working people to bulid that something big and more jobs after its built. That is only half of money in the plan the rest of the money should go to buying all the foreclosed homes and save the ones about to lose their home and some how find a way to work with families that rent and get them into these homes so the money they are paying for housing is going back to the gov and not to banks or wealthy landlords

    I’m in a couple of forums and this is what I recently wrote:
    After the 61 to 37 vote in Senate, Mr. Obama continued his Ft.Myers Town Hall meeting with a question and answer session. Stimulus checks were mentioned at the Feb 10th Town Hall meeting in Ft Meyers!
    A woman asked: “Is there any provisions in your stimulus package that actually will give back to the tax payers individually that we will all get STIMULUS CHECKS to jump start the economy and what provisions or what amounts are they actually looking at here?”
    Obama immediately responded: ” Yes:! Yes! Here’s what we are looking at and this is actually a commitment I made during the campaign. I said that we had to change our tax system. Instead of giving all the TAX BREAKS to the wealthiest few, that we start giving TAX BREAKS to middle class families who are struggling to make ends meet. So, I made that commitment even before the crisis. So, in the package that we put forward, what we have is $1000 for working families. $1000 in additional IMMEDIATE TAX RELIEF that would start flowing right away. Uh, and uh uh so it would offset a lot of the payroll taxes that people are paying and that would be again- $1000 may not seem like alot to some…but I tell you what that if you’re making 30, 40 or 50 thousand dollars a year, having an extra 1000 dollars during some tight times, can really make a difference. So that is a central part of the package. We’ve also got some other TAX CUTS that are targeted at small businesses…because again they are under enormous pressure right now as business is declining. But, part of what I hope to do, is to show that by providing TAX CUTS directly to the middle class, that’s the best way to reinvigorate the economy when it comes to TAX CUTS. Not just giving TAX CUTS and expecting it all to trickle down. If you put it directly in the pockets of the people who need it, then they spend it.     Never did he respond with check did you notice. However, the question was specific to getting checks and he responded with a double YES! I can’t get any info on it online so I call IRS direct. A friendly girl from Houston, TX told me it was too soon but her understanding is there is one more part the package had to go through. She said she was hoping on it because she wanted a check, too. Also, if you watched the entire FT. Myers meeting, you hear Mr. Obama say ‘two weeks’ alot. Let’s hope that there is not a political twist on that time period and it turns into “tweaks” instead and congress and senate in their last phase do not ‘tweak’ into non existence or at least less that the REAL STIMULUS IN HAND CHECK FROM IRS DIRECT (to be specific) that we received on our 2007 taxes! I already did and received my 2008. I remember last year waiting until June to get mine…what if we were to really get one is the time period IRS will be giving this year?

    Man there is a lot of hate out here!

    The only thing I know for certain is that when the most respected talent in a given field (economists in this case) have no consensus about what will work and what won’t, all this legislation/checks etc are just best guesses by the people in power at a given time. The people in power are chosen by the voting public, which is us. So complaining doesn’t get us anywhere.

    In early 2008 it was not obvious enough that job losses were going to get this bad, so those in power thought, hey if we just hand out some money it will keep things going and it worked for a while. My husband and I got the full stimulus amount used our checks to make our already planned vacation to Glacier National Park a bit nicer and pay down some debt. And we are not deadbeats who blow our checks on cigarettes, TV’s and beer.

    Now that a half a million people are getting laid off each month, this stimulus will be focused on job creation, not just handing out checks. I’m out of work, and one teeny part of this stimulus might actually provide some job creation in one area of my field. Saying that it is all going to end up in the pockets of greedy wall street executives discounts so many factors like the money employing people. Nevermind the fact that they will pay income tax, buy cars, pay for gardeners, nanny’s, plane tickets, computers, ipods… NOT TO MENTION if you are that jealous of their job, why don’t you go try and work your way up the corporate ladder. See how their life is “easy street”.

    The best thing we can do is maintain our jobs, give to those less fortunate when we can, and try to support companies and products that we want to survive the recession.

    The original stimulus check should have been better regulated. Who in their right mind gives a $600 check to a bunch of folks who are already in poverty because they spend their paycheck on cigarettes and nonsense.

    In addition to approving this recent BS “bailout” package… They should have devided up THAT money and gave it to the citizens under strict regulation that is MUST be used towards outstanding debt (mortgages, car loans, unsecured loans, etc.) The point being, it would have helped citizens get out of debt AND the money still would have made it to the financial institutions, rather than giving it to the banks directly.

    It is STUPID to just issue checks to every Tom, Dick, and Harry and say “do what you want with it” because 80% of folks are going to spend it unwisely on stupid purchases like flat panel TVs when they are already in debt to begin with. And the money eventually ends up in Japan or Taiwan and not helping the US at all!

    Although I am on the fence as to whether or not another stimulus check should be issued. I feel the last stimulus checks that were issued should have been received by the American people during the months of October- December. I say this because the purpose of the stimulus check was to stimulate the economy right? Well had this money been issued in these months more of it would have made it into the economy instead of the hands of the bill collectors. I am a single mother of 3 and I live paycheck to paycheck. In order to provide a nice Christmas for my children I had to borrow from friends and family, and also request extensions from my utility providers. Now that it is tax return time I am paying all that debt. i do not believe in credit cards so fortunately credit card debt is one less problem for me to worry about. But some have racked up lots of debt providing a great holiday for their family. If the 2008 stimulus had been received closer to the holidays that money would have been spent in the stores, thus stimulating the economy! Families would have brought in the new year with a little less debt and the economy would have been a little more stimulated.

    We got $2400 when Bush took office and another $2400 earlier this year……….since Obama took office my pay has been cut in half and I am applying for food stamps… I also owe $258 on my taxes cause I had to take money out of my 401k to pay my bills……..Don’t give me stimulus in the form of tax credits….Give me a check…..That would be fair for me

    No matter how much money they spend on this stimulus package I fail to see how this will improve the economy, the only people who will benefit are the greedy execs who have already given themselves nice bonuses from the bailout money they received. With unemployment rising everyday, people can’t afford to pay their bills and no end in site, we as Americans need to make some changes. Don’t buy the foreign products, try to buy as much “made in the USA” products as possible. Support local businesses as much as possible…if you have local farmer who sells produce during the summer months, buy from him. Let’s start taking care of our own in this country!!!!

    According to the IRS 2007 Data Book, almost 139 million individual tax returns were filed in 2007. Round the stimulus package up to an even $900 billion, and that leaves close to $6,500 for each of those individuals. Of course we’d cut out the 5% that pay most of the taxes and add the 40% (I’m just throwing percentages out there) that don’t even pay taxes, so that doesn’t leave us with a heck of a lot of money.

    Supposedly, according to someone who crunched the numbers, if we take the whole 700 billion (or whatever we’re up to today) dollars that we are going to use too “stimulate” the economy, (which, if history tells us anything, most of it will go to greedy Wall st. execs. while you and I, you know, the ones picking up the tab, get nothing) is divided equally among all tax paying adults in the country (I say they cut out the top %1 as well) and just give it to us. the number, even with the top %1, is $50,000 per tax paying adult.
    Let’s think about this, no matter how john-q-taxpayer spends his money it will stimulate the economy: paying off credit cards=financial institutions getting money, paying off mortgage=more, and sometimes different, financial institutions getting money, blowing it a new car=helping auto industry, blowing on a fancy vacation=helping airlines, hospitality, and restaurant industries. Putting it all in the bank=giving banks money to lend other people. No matter what the average person does with the money, it would stimulate the economy in the most direct, fair, and diverse way.
    Anti-government types are always saying that “the people” should make the choice.
    It would certainly be more equitable than whatever they’re cooking up now or whatever has been in the past.

  33. Mr. GoTo makes a valid point. There are numerous studies that show that people have a tendency to save their windfalls (or at least a good portion of them) when it comes all at one, whereas they increase spending when the money is “dribbled out.” I suspect that an incremental decrease in withholding would be far more effective if the goal is to get people to spend more.

    I keep hearing people state that these rebate checks aren’t stimulative. Many argue that people don’t go out and buy things with them, but instead they pay their bills.

    Didn’t the Congress just pay banks billions of dollars to recapitalize them? It seems that It would be just as beneficial for citizens to get to pay down their debt to these banks through this recapitalization. The citizens of this country are being hurt by this out of control spending. We might as well get some benefit from it.

    From my understanding, there won’t be any direct checks because there was no proven benefit to the economy, and most of the money wen to China (seriously, people bought electronics). While I don’t blame them for that, some of the pork coming out of the “American Recovery and Reinvestment Plan” will make it just as much of a joke as the last bailout.

    There will not be another stimulus check because the morons in DC learned that the first one had no sustained positive effect on our economy. There will be a tax credit applied to withholding, the theory being is that people might spend it if it is dribbled out. Instead of a tax reduction being made available to all taxpayers under $250k (as Obama and Biden promised during the campaign), only those making under $75k will receive it (and that includes people who pay no income tax now). The rest of us will pay for it now and well into the future.

    There may be a provision in the $819 billion dollar stimulus package currently being debated in Congress that reduces payroll taxes. If that is true then your payroll check would be adjusted by $50 – $100 per pay period rather than a lump sum check. I’m not sure there is such a provision in the current stimulus package…

    I understand they still want to get the money in people’s hands quickly by altering withholding rules – so perhaps people will still get the money this year.
